Is it possible to draw something on one...

I have one layer with the outline of the drawing. I want to be able to have another layer and color the drawing faster without it going outside of the line as I color. Is this possible and how do I do it?

You can give a object a fill or a stroke or a fill and a stroke.

If you look on the tool panel you will see a proxy for the fill and stroke color. When the solid square is clicked on it, it ill come to the front聽 selecting a color in the Color Panel a Color Swatch from the Swatches Panel will change to color of the proxy's solid square and if at that time the object in question is also selected the fill will change as well. If you do the same to the Stroke proxy, hollow square, that will come tot he front and you can pick a color for the stroke and if the object is selected that selected color will change the color of the proxy and the stroke only. No need to make another layer.

Also if you want to add colors that you can switch but store with the art you can go to the Appearance Panel and from the flyout menu at the top right of the panel add a new color and then change the stacking order. You can add lots of fills and strokes to one object that way.

You might wish to read up abut using Illustrator I recommend Mordy Golding's book Real World Illustrator.

Sandmasta, I think you are looking for live paint. Duplicate the layer that you are working on, and convert it to a live paint group, then use the live paint tools (primarily the live paint ******) to paint areas in your artwork, delimited by the paths.

Check out this video: http://www.adobe.com/designcenter/illustrator/articles/lrvid4272_ai.html (Adobe TV Live Paint tutorial)
